Weakest Hidden Leaf Ninja in Naruto

September 14, 2026 8 Min Read

The Hidden Leaf Village, also known as Konohagakure, is famous for producing some of the strongest shinobi in the Naruto universe. Legendary ninja such as Naruto Uzumaki, Kakashi Hatake, and Tsunade Senju have made Konoha one of the most powerful villages in the shinobi world.

However, not every ninja who wears the Leaf headband is a battlefield powerhouse. While elite shinobi fight against world-ending threats, many chunin and special jonin support the village through teaching, intelligence work, patrols, and administrative duties.

This ranking covers the 10 weakest named Hidden Leaf ninja in Naruto based on their combat abilities, notable screen feats, jutsu, and overall performance in battle. The list focuses on their combat strength rather than their loyalty, intelligence, or value to Konoha.

Important note: “Weakest” refers to direct combat ability. Several characters on this list are highly useful in support, education, intelligence, or village-defense roles.

10. Young Konohamaru Sarutobi

Young Konohamaru Sarutobi was the grandson of the Third Hokage, which placed enormous pressure on him from an early age. He wanted to escape his grandfather’s shadow and prove that he could become a respected ninja in his own right.

With guidance from Ebisu and inspiration from Naruto Uzumaki, Konohamaru accomplished an impressive feat by learning the Rasengan while he was still very young. That achievement showed strong potential for the future.

However, during the original Naruto and early Naruto: Shippuden eras, Konohamaru had limited combat experience, modest chakra reserves, and an incomplete understanding of advanced battle tactics. He was far below Konoha’s elite shinobi at that stage of his life.

Konohamaru eventually became a capable jonin in Boruto, but this ranking evaluates his younger version. Based on his early feats, he belongs near the lower end of the Hidden Leaf’s combat hierarchy.

9. Iruka Umino

Iruka Umino is best known as Naruto’s first caring mentor and one of the earliest people to recognize Naruto’s humanity. As an Academy instructor, Iruka played an important role in preparing the next generation of Konoha ninja.

His strengths include teaching, basic barrier techniques, and shuriken manipulation. He is also brave, dependable, and emotionally strong. These qualities make him valuable to the village even when he is not fighting on the front lines.

Iruka’s main weakness is his limited combat profile. He has few advanced offensive jutsu and lacks the major battle feats associated with Konoha’s stronger chunin and jonin. His contribution is primarily educational and administrative rather than offensive.

For that reason, Iruka ranks as one of the weakest named Hidden Leaf ninja in direct combat, despite being one of the most important mentors in Naruto’s story.

8. Ebisu

Ebisu was introduced as Konohamaru’s private tutor. He is a special jonin with extensive knowledge of ninja theory, training methods, and basic combat instruction.

Although Ebisu is experienced and technically competent, his actual battle performances are limited. Early in the series, Naruto incapacitated him with the Harem Jutsu, highlighting how vulnerable Ebisu could be when caught off guard.

Ebisu also struggled during Pain’s invasion of Konoha. His talents were more visible in instruction and discipline than in high-level combat against powerful opponents.

He should not be considered useless. His teaching ability is valuable, and he helped train younger ninja. Nevertheless, his lack of major offensive techniques and memorable victories places him among the weaker combatants from the Hidden Leaf.

7. Hayate Gekko

Hayate Gekko served as the proctor for the preliminary matches of the Chunin Exams. His chronic cough, tired appearance, and dark eye bags suggested that he was suffering from poor physical health even before his final mission.

Hayate was a skilled swordsman and a capable observer. He discovered the secret alliance involving the Sand and Sound villages and attempted to confront Baki after uncovering the plot.

Unfortunately, Baki easily blocked Hayate’s sword attack and defeated him with a single blow. The encounter exposed the difference between Hayate’s skill level and that of a more powerful senior shinobi.

His courage and investigative instincts were admirable, but his physical condition, limited durability, and lack of high-level combat feats make him one of the weaker named chunin in Konoha.

6. Mizuki

Mizuki was a chunin instructor and Naruto’s first major enemy in the anime. He manipulated the young Naruto into stealing the Scroll of Sealing because he wanted to obtain powerful forbidden techniques for himself.

Mizuki carried large shuriken and possessed the credentials of a chunin. However, his combat ability was quickly exposed when Naruto defeated him after creating his first large group of Shadow Clones.

Being overwhelmed by an Academy-age Naruto who had only recently learned a major technique is one of Mizuki’s clearest weaknesses. He relied more on deception and manipulation than on superior shinobi ability.

Mizuki was dangerous because of his betrayal, not because he was among Konoha’s strongest fighters. His defeat places him firmly in the lower tier of Hidden Leaf villains.

5. Aoba Yamashiro

Aoba Yamashiro is a special jonin who frequently supports Konoha during emergencies and military operations. He is a dependable shinobi with useful intelligence-gathering abilities.

Aoba can summon crows to obstruct an enemy’s vision and has minor mind-reading abilities that assist with information extraction. These techniques make him useful in reconnaissance and support missions.

His weakness is a lack of overwhelming offensive power. Aoba does not possess the speed, destructive ninjutsu, or raw strength needed to compete directly with major antagonists or elite village leaders.

Aoba’s abilities are best suited to coordinated missions. He can create openings and provide information, but he is less effective when forced into a one-on-one battle against a powerful chakra-based opponent.

4. Tenten

Tenten is Team Guy’s weapons specialist and one of the most recognizable members of the Konoha 11. She uses scrolls to summon a wide range of ninja tools and specializes in long-range weapon attacks and sealing techniques.

Her weapons expertise gives her a valuable role in team combat. She can attack from a distance, control the battlefield, and provide support for stronger teammates such as Neji Hyuga and Rock Lee.

However, Tenten is often considered one of the most underutilized characters in Naruto. She has relatively few major victories and lacks a powerful clan technique, advanced bloodline ability, or high-level ninjutsu specialty.

Her reliance on physical weapons also creates problems against opponents with exceptional speed, durability, or chakra defenses. Although Tenten is skilled, her limited screen feats place her among the weaker members of the Konoha 11 in direct combat.

3. Genma Shiranui

Genma Shiranui replaced Hayate Gekko as the Chunin Exams referee. He is a calm, experienced veteran who is often recognized by the senbon needle he keeps in his mouth.

Unlike several other characters on this list, Genma has demonstrated genuine combat competence. He held his ground against Baki and helped challenge members of the Sound Four after they entered their second Curse Mark stages.

These feats show that Genma is stronger than an ordinary support ninja. His experience, composure, and battle awareness make him a reliable shinobi during dangerous missions.

Genma still ranks relatively low compared with Konoha’s elite because he lacks a signature technique capable of causing massive destruction. He is a solid standard jonin rather than a legendary combatant. His placement is therefore based on the strength of the wider Hidden Leaf roster, not on a lack of skill.

2. Izumo Kamizuki

Izumo Kamizuki is a chunin best known for guarding Konoha’s main entrance alongside his partner, Kotetsu Hagane. He specializes in patrol duties, intelligence gathering, and coordinated support combat.

His most useful technique is Water Release: Starch Syrup Capturing Field. This jutsu creates a sticky substance that can restrict an opponent’s movement and prepare the target for a follow-up attack.

Izumo’s technique is effective when used as part of a team. However, he relies heavily on an ally to deliver the finishing blow. His limited solo offensive power makes it difficult for him to defeat high-level opponents without support.

Izumo is a dependable gate guard and a useful tactical fighter, but his abilities are more practical than overwhelming. That places him near the bottom of the named Hidden Leaf combat roster.

1. Kotetsu Hagane

Kotetsu Hagane works closely with Izumo as one of Konoha’s gate guards. He is primarily a close-range fighter who uses basic genjutsu illusions and a large, spiked conch-shell mace.

During major conflicts, including the confrontation with Hidan, Kotetsu provided physical backup after Izumo restricted the enemy’s movement. His teamwork, loyalty, and willingness to fight for the village are clear strengths.

However, Kotetsu has a relatively simple combat toolkit. He relies heavily on physical weapons and does not display advanced ninjutsu, exceptional speed, or a specialized clan ability. Against powerful enemies, he is most effective when working with Izumo or a larger squad.

Kotetsu ranks as the weakest named Hidden Leaf ninja on this list because his combat style is limited and his individual feats are modest. This ranking does not diminish his value as a loyal defender of Konoha.

Key Takeaways

The weakest Hidden Leaf ninja are not necessarily useless characters. Many of them serve important roles that do not require extraordinary destructive power.

Support can matter more than raw strength. Iruka and Ebisu help educate future generations, while Aoba contributes intelligence and reconnaissance skills.

Teamwork increases battlefield value. Izumo and Kotetsu are more effective when they combine their abilities instead of fighting separately.

Rank does not always equal combat power. A chunin or special jonin may be essential to village security without possessing the techniques needed to defeat elite opponents.

The ranking depends on the version of each character. Young Konohamaru is ranked according to his early Naruto-era abilities, not his later development in Boruto.
